Ellen G. Sweeney
Managing Partner

Ellen Sweeney began IMC through her consulting experience and expertise in the areas of energy management and energy conservations to IMC’s clients.  In addition to her engineering and energy expertise, as the Manager of IMC Consulting, Ms. Sweeney has been the leader of  IMC’s management leadership team where she oversees IMC’s operations and management. Ms. Sweeney has served as IMC’s lead consultant for planning, managing and implementing IMC’s National Training Program for small manufacturing companies throughout the country.

Ms. Sweeney also brings to IMC expertise in the energy supply and energy management industries.  As an energy engineer and consultant, Ms. Sweeney successfully negotiated third party energy supply contracts on behalf of national grocery retailers and wholesalers resulting in several million dollars in annual savings.  In addition, Ms. Sweeney served as a lead member of the clients’ design team for energy conservation and energy efficiency for new buildings and retrofits.  Her scope of responsibilities included mechanical, electrical, refrigeration and plumbing design for new facilities and renovations for large national grocery chains including retail stores, distribution and warehousing operations.   Responsibilities included ensuring energy efficiency, green technologies, and energy conservation elements were incorporated into the design and construction of these facilities.

 

Ms. Sweeney also represented a major mid-Atlantic gas and electric utility company to large commercial and industrial energy consumers.   As deregulation of the electric industry approached, Ms. Sweeney negotiated long term energy service contracts between large industrial and commercial customers and their utilities.  Responsibilities also included assisting clients with energy and new service needs relating to major plant improvements and new facility construction.   In addition, Ms. Sweeney developed and promoted energy conservation programs to encourage improvements to client facilities with subsidies from the local utility company.

 

Ellen Sweeney also brings to IMC experience and knowledge of the construction management industry.  As a project engineer for the Whiting Turner Contracting Company, she managed the construction of multi-million dollars projects for clients such as IBM, Best Products, Kelly Springfield Tire Company, Maryland Department of Transportation, and the Baltimore Center for the Performing Arts.

 

Michael P. Kelleher
Partner

With more than 10 years experience in management consulting and accounting, Mr. Kelleher brings to IMC a strong background in accounting, consulting and program management. With a focus on the Federal Sector, Mr. Kelleher has provided accounting and consulting services to clients throughout the world in the areas of program and project management, grants management, healthcare and the implementation of Federal programs. Prior to founding IMC with Mr. Sweeney, Mr. Kelleher was the Controller and Director of Operations for RxStrategies, Inc. a pharmaceutical consulting firm providing services to federally funded health centers throughout the country. Additionally, Mr. Kelleher has worked at Bearing Point providing consulting and advisory services to numerous Federal sector agencies. Mr. Kelleher has a degree in accounting from the University of Maryland at College Park.

Damon Duncun

Senior Manager

Damon E. Duncan is a senior manager with IMC Consulting, a management consulting firm focused on providing high quality services and leadership to clients around the world.  Mr. Duncan provides consulting services for IMC’s Housing Practice and Disaster Readiness Practice. Mr. Duncan has provided consulting and program management services to numerous public organizations and agencies.  Mr. Duncan has provided consulting in the areas of program management, strategic planning and program design.  Prior to joining IMC, Mr. Duncan was the Director of HOPE VI Development for the Detroit Housing Commission, the largest Housing Authority in the state of Michigan.  Prior to becoming the HOPE VI Director, Mr. Duncan managed the Woodbridge Estates, formerly Jeffries Homes HOPE VI project, as an Urban Revitalization Specialist.  Additionally, Mr. Duncan worked as Director of Human Resources and Resident Services and HOPE VI coordinator for the Flint Housing Commission, a medium-sized PHA located in Flint, Michigan.

 

Michael Guinaugh, PE

Vice President of Development

Mr. Guinaugh has over 17 years of civil engineering design, consulting, development and project management experience within both the public and private sectors, including large private residential subdivisions, commercial properties and mixed use low income housing developments. Mr. Guinaugh’s background with property due diligence, acquisition, development regulations, permitting and construction provides a skill set  beneficial to IMC’s clients for all types of housing and development opportunities.  Prior to joining IMC, Mr. Guinaugh was the Regional Director of Land Development for GL Homes, one of the largest and most successful private builders in South Florida. He was also twice elected as Supervisor to the Cypress Grove Community Development District, overseeing the stormwater management and irrigation distribution system for 7,000 acres of commercial farms and nurseries. This position offered valuable insight to the rules, regulations and requirements of the daily operations of a governmental agency. Mr. Guinaugh received his Bachelor of Engineering in Civil Engineering degree from Youngstown State University in Ohio, and is a registered Professional Engineer.

 

John McCarvill
Chief Technology Officer

Mr. McCarvill has more than 15 years of experience managing the design and delivery of software and technology systems solutions to a wide variety of private and public clients, Mr. McCarvill leads a team of highly skilled technical professionals who consistently delivered creative and cost-effective solutions to clients.

 

Brian F. Sweeney
General Counsel

With more than 25 years experience in government, consulting and program management, Mr. Sweeney provides consulting and management services to organizations throughout the world. As a licensed engineer and attorney, Mr. Sweeney’s background and experience help IMC’s clients move forward and compete in the global economy. Prior to founding IMC, Mr. Sweeney’s experience and expertise was applied in positions with Bearingpoint, KPMG Consulting, the Commerce Department, US EPA and US navy. Mr. Sweeney received his BS in Civil Engineering from the University of Maryland, and his Juris Doctor from the University of Baltimore. He is a registered Professional Engineer and a member of the Maryland Bar.

 

Teresa Walton
Senior Manager

Ms Walton possesses over 15 years of experience and increasing responsibility in the areas of public, private, and non-profit sector management and real estate development; mixed finance, construction and capital improvements planning, monitoring, supervision and contractor oversight. She has extensive experience in organizational development, program management and direct oversight of various multimillion dollar projects. Ms Walton has provided consulting services for small, medium-sized and large organizations and has managed federal, state, local and private grant funds of all types.
