IMC Client Awarded $1.78 Million 'Green" HUD Grant

WHITE PLAINS, Ny, September 18, 2009 – In the summer of 2009, IMC worked with the White Plains Housing Authority (WPHA) to draft a proposal for HUD’s FY 2009 Capital Fund Recovery Competition Grants under Category 4 – Creation of an Energy Efficient, Green Community: Option 2 Moderate Rehabilitation.  Through this proposal, the WPHA asked for $1,780,000.00 to create an energy efficient, green community at the Schuyler-DeKalb public housing development.  The proposed project is an existing 13-story high-rise building consisting of 167-units located in the City of White Plains, New York. The Schuyler-DeKalb building was designed to accommodate both individual and family households.  Many of the existing building systems are those originally constructed and have reached or are near their effective life’s end expectancy.  WPHA planned to use the project funds for completing heating and domestic hot water system upgrades, photovoltaic installation, and water reduction.  In addition: 

  • IMC coordinated and facilitated the grant writing process with the support of a team of highly regarded professional architects, engineers, and construction cost estimators.

  • IMC worked with the WPHA and the City of White Plains to leverage $222,500 in funding to support the project activities.

  • IMC worked with the WPHA to amass a strong contingency of local partners that have committed more than $500,000 in in-kind match to support WPHA goals for resident self-sufficiency. Through these partnerships that include the Westchester County Work Force Investment Board, residents of Schuyler-DeKalb receive substantial resources that prepare and connect them to jobs and job training.

  • WPHA has a strong commitment to Section 3 compliance in which the Authority requires that recipient/contractors of their funding take affirmative steps to give preference to their residents and resident owned business concerns by providing training, employment, and contracting opportunities.  IMC will be working with a Mod Coordinator to ensure strict contract compliance with Section 3 requirements.

On September 18, HUD awarded the WPHA with the $1,780,000.00 grant.  The project is scheduled to be completed by the summer of 2012.  The City of White Plains has been diligent about its commitment to the “Greening of White Plains” and this grant application is consistent with the tenets of preserving affordable housing that is energy efficient and environmentally friendly.
